The Climate Adaptive Irrigation and Sustainable Agriculture for Resilience (CAISAR) is a flagship initiative of the Royal Government of Cambodia (RGC) co-financed by the Royal Government of Cambodia (RCG), the International Fund for Agriculture Development (IFAD), the Asian Infrastructure Investment Bank (AIIB) and the Green Climate Fund (GCF). There are two executing entities, the Ministry of Water Resources Management and Meteorology (MoWRAM), and the National Committee for Sub-National Democratic Development Secretariat (NCDD-S).  The implementation of CAISAR will span over 7 years (2026-2033) costed at US$240 million of which 100 million financed by the AIIB, 80 million financed by GCF, 45 million financed by the IFAD and 15 million financed by the RGC. The goal of the CAISAR project is to Modernize Irrigation, Improve Flood and Drainage, Reduce Poverty, Enhance Food Security, Climate Adaptation and Mitigation with the development objective of inclusive and sustainable agriculture sector growth based on better market access, and early warning system. The Project has three main components:  Component 1: Farm-level climate adaptation and resilience, Component 2: Upgrading and climate-proofing water infrastructure for increased resilience, and Component 3: Strengthened institutional and regulatory capacity for low-emission climate-resilient development pathways. 

The NCDD-S is responsible for implementation of Component 1 and a part of Component 3, in close collaboration with Sub-National Administration, provincial departments and service providers. The project will be working with mainly five types of the target groups very poor & poor House Hold, House Hold above poverty line, women, youth, and smallholder farmers about 562,757 direct beneficiaries and 1.15 million indirect beneficiaries who are living in 184 villages, 31 Communes of 11 districts and 4 targeted provinces including Kampong Chhnang, Kampong Speu, Kandal and Pursat provinces.

To support the implementation, NCDD-S is seeking qualify applications to fill positions as listed bellows.
