Request for Expression of Interest of

Audit firm

Background

The National Committee for Sub-national Democratic Development (NCDD) is the inter-ministerial mechanism for promoting democratic development through decentralization and deconcentration reforms throughout Cambodia.

The NCDD Secretariat, with contribution from development partners to support to decentralization and reconcentration reforms, has contracted and implemented projects from EMPOWER: Women for Climate-Resilient Societies Phase II Project.

The NCDDS wishes to engage the services of an audit firm to audit the financial statement of the projects in accordance with generally accepted of International Standards on Auditing (ISA). The audit and the additional assignment shall be carried out by independent and qualified auditor.

Objective of Audit

The objective of the audit is to enable the auditor to express an independent professional opinion as to

• whether the financial statements present true and fair, in all material respects and in accordance with the International Standard best accounting practice in Cambodia.
• whether the proceeds of the project fund were used for the intended purpose

Scope of Audit

The audit should be carried out in accordance with generally accepted of International Standards on Auditing (ISA). In auditing financial statements, the auditor will assess whether the applicable requirements have been met

With regard to processes and records, the auditor will assess the establishment and effective of a system of internal control, providing reasonable assurance of compliance with legislation and proper accounting and reporting.

Report and submission

   Prepared report and submit to NCDDS on or before the end of March 2026

Qualifications of Audit

The selected audit firm expected meet following minimum criteria:

• Must be a certified and registered audit firm under law Cambodia. 
• Technically competent and able to conduct audit in line with the auditing standards

Interested firm are kindly requested to provide: 

• Expression of Interest, Copy of Certificate Registration, Copy V.A.T registration Certificate.
• Audit’s TOR available on the NCDD website:  www.ncdd.gov.kh/jobsprocurement or in attachment file

• Expressions of Interest must be submitted by email or hard copy, no later than 11 Feb 2026 (before 5:00 pm)
