Consulting Services for Livelihood Improvement Support Team

1. This request for expressions of interest follows the General Procurement Notice to this project that appeared in the "ADB Business Opportunities" at the following link: http://csrn.adb.org

2. The Royal Government of Cambodia (hereinafter called "Borrower") has applied for a loan from the Asian Development Bank (the "Bank") toward the cost of the Smallholder Resilient Economic Resilient Sector Project. The National Committee for Subnational Democratic Development Secretariat (NCDDS), Executing Agency of the Borrower, intends to apply part of the proceeds of this loan to engage a firm comprised of international and national consultants to support in the implementation of the project. It is anticipated that the consulting services will require about 495.5 national person-months, implemented over 36 months from the commencement date.

3. The tasks of the consulting assignment include (without limitation):

a) Develop a roadmap for the design and development of the Shared Digital Platform comprising identified three modules and prepare Software Requirement Specifications (SRS)

b) Design system architecture, frontend, and back-end requirement

c) Assess the hardware requirement to run the Shared Digital Platform and advise the technical specifications to the PMU and FLIA

d) Develop system security and data protection protocols

e) Develop and roll out the Shared Digital Platform

f) Prepare and implement quality assurance protocols including User Acceptance Testing (UAT)

g) Provide necessary training and capacity enhancement program for FLIA and LIGs

h) Lead the LIG data migration into Financial Management Module

i) Hand-over the Source Code and other material information including the Shared Digital Platform ownership to the FLIA along with completion report

j) Provide post roll-out support and maintenance services including bug fixing, performance monitoring, and updates the Shared Digital Platform incorporating user feedback for 12 months from roll-out.

4. The consulting firm for this assignment will be selected in accordance with the procedures defined in the Asian Development Bank publication, Consulting Services Administered by ADB Borrowers, Guidance Note on Procurement (June 2018 as updated from time to time), using the Quality and Cost Based Selection (QCBS) procedures. This is an advance procurement and does not commit ADB to finance the Project.

5. Eligible consulting firms from ADB member countries are invited to indicate their interest in providing the required services. Interested consultants must prepare and submit applications using the standard ADB template, "Expression of Interest (EOI)", which can be obtained by contacting EDC or downloading it from the ADB website at the following address: www.adb.org/sites/default/files/page/82619/files/adb-tas-eoi-form.doc.

6. Interested and eligible consulting firms may obtain further information related to the terms of reference at the address given below from 08.00-12.00 and 14.00-17.00 hours on all working days, Monday to Friday or is also available on ADB website.

7. Expressions of Interest has to submitted online via ADB's Consultant Management System (CMS) website (http://cms.adb.org) to the address indicated below, no later than 28th October 2026 before 10:00 am. Only those expressions of interest which are compliant with the TOR of this assignment will be considered.
