Request for Expression of Interest (Eol)

Consulting Services for Detail Engineering Designs for Rural Roads and Irrigation Infrastructure and Construction Supervision of the Works

 1. This request for expressions of interest follows the General Procurement Notice to this project that appeared in the "ADB Business Opportunities" at the following link: http://csrn.adb.org

2. The Royal Government of Cambodia (hereinafter called "Borrower") has applied for a loan from the Asian Development Bank (the "Bank") toward the cost of the Smallholder Resilient Economic Resilient Sector Project. The National Committee for Subnational Democratic Development Secretariat (NCDDS), Executing Agency of the Borrower, intends to apply part of the proceeds of this loan to engage a firm comprised of national consultants to support in the implementation of the project. It is anticipated that the consulting services will require about 1,594 national person-months, implemented over 51 months from the commencement date.

3. The tasks of the consulting assignment include (without limitation):

  i) Selection of subprojects that are included in the Commune Investment Plans (CIPs) through a participatory approach and in consultation with smallholders and community leaders with clear selection criteria.

  ii) Conduct of feasibility studies followed by the development of detailed designs for the selected rural infrastructure subprojects.

  iii) Conduct of due diligence for environmental and social safeguards in compliance with the ADB SPS (2009)..

  iv) Finalization of technical designs and preparation of bidding documents.

  v) Monitoring and supervision of construction to ensure quality of civil work.

4. The consulting firm for this assignment will be selected in accordance with the procedures defined in the Asian Development Bank publication, Consulting Services Administered by ADB Borrowers, Guidance Note on Procurement (June 2018 as updated from time to time), using the Quality and Cost Based Selection (QCBS) procedures. This is an advance procurement and does not commit ADB to finance the Project.

5. Eligible consulting firms from ADB member countries are invited to indicate their interest in providing the required services. Interested consultants must prepare and submit applications using the standard ADB template, "Expression of Interest (EOI)", which can be obtained by contacting EDC or downloading it from the ADB website at the following address: www.adb.org/sites/default/files/page/82619/files/adb-tas-eoi-form.doc.

6. Interested and eligible consulting firms may obtain further information related to the terms of reference at the address given below from 08.00-12.00 and 14.00-17.00 hours on all working days, Monday to Friday or is also available on ADB website.

7. Expressions of Interest has to submitted online via ADB's Consultant Management System (CMS) website (http://cms.adb.org) or in hardcopy to the address indicated below, no later than 20th September 2026 before 5:00 pm. Only those expressions of interest which are compliant with the TOR of this assignment will be considered.
