Request for Expression of Interest (Eol)

Consulting Services for Implementation Support Consultants (ISC)

1.     This request for expressions of interest follows the General Procurement Notice to this project that appeared in the "ADB Business Opportunities" at   the following link: http://csrn.adb.org

2.     The Royal Government of Cambodia (hereinafter called "Borrower") has applied for a loan from the Asian Development Bank (the "Bank") toward the cost of the Smallholder Resilient Economic Resilient Sector Project. The National Committee for Subnational Democratic Development Secretariat (NCDDS), Executing Agency of the Borrower, intends to apply part of the proceeds of this loan to engage a firm comprised of international and national consultants to support in the implementation of the project. It is anticipated that the consulting services will require about 24 international person-months and 1,724 national person-months, implemented over 63 months from the commencement date.

3.     The tasks of the consulting assignment include (without limitation):

(i) provide support to the NCDDS and the PWGs in the target provinces;

(ii) provide coordination support to the National Committee of Disaster Management (NCDM), the World Food Program  (WFP) and the Farmers’    Livelihood Improvement Association (FLIA);

(iii) provide coordination support to both individual consultants and consultants firms to be recruited to ensure that their work is coordinated to achieve the intended outputs according to schedules; and

(iv) guide the activities under Output 1 relating to the strengthening of value chains, improving access to rural finance linked to insurance, and  the delivery of technical training to local extension staff (Commune Agricultural Officers) and smallholder farmers.

4. The consulting firm for this assignment will be selected in accordance with the procedures defined in the Asian Development Bank publication,  Consulting Services Administered by ADB Borrowers, Guidance Note on Procurement (June 2018 as updated from time to time), using the Quality and Cost Based Selection (QCBS) procedures. This is an advance procurement and does not commit ADB to finance the Project.

5.   Eligible consulting firms from ADB member countries are invited to indicate their interest in providing the required services. Interested consultants must prepare and submit applications using the standard ADB template, "Expression of Interest (EOI)", which can be obtained by contacting EDC or downloading it from the ADB website at the following address: www.adb.org/sites/default/files/page/82619/files/adb-tas-eoi-form.doc.

6.     Interested and eligible consulting firms may obtain further information related to the terms of reference at the address given below from 08.00-12.00 and 14.00-17.00 hours on all working days, Monday to Friday or is also available on ADB website.

7.     Expressions of Interest has to submitted online via ADB's Consultant Management System (CMS) website (http://cms.adb.org) or in hardcopy to the address indicated below, no later than 20th September 2026 before 5:00 pm. Only those expressions of interest which are compliant with the TOR of this assignment will be considered.
