The audit studied 58 contracts and physically examined 148 CSF infrastructure project outputs constructed in the period from 2005 to 2008 in the four provinces of Banteay Meanchey, Kandal, Kampong Speu and Preah Vihear. The audit made a qualitative assessment of the technical quality and cost effectiveness of these outputs.
After field work, the data were analyzed and a report produced. Each output was scored for project objective, project and output designs, the quantity and quality criteria.
Conclusions on the main project types were as follows:
- Roads: Paved roads are generally in good condition while earth roads, as can be expected, are in poor condition after a few rainy seasons; laterite roads have no camber after a few years, but the surface is in general still reasonable; most road pipe culverts are in good condition;
- Irrigation: Canals have no problems, but single pipe culverts with gate and drifts are problematic;
- Water supply: Ponds have no problems. Various hand pumps are broken and cracks in platforms occur regularly;
- Schools, drainage and sanitation: These projects had in general no problems.
