Introduction
The United Nations Population Fund (UNFPA) has signed an annual work plan and budget agreement with the Department of Local Administration, Ministry of Interior started from 2006 till date to support capacity building and sensitization to key population issues for decentralized planners, CS Councils, women and children focal points and community members in selected provinces and communes.
UNFPA has an agreed program of assistance with the Royal Government of Cambodia. The purpose of this assistance is to support the NSDP, alleviate poverty and address key population, reproductive health and gender priorities.

446 Communes in 14 Provinces (Koh Kong, Kratie, Siem Reap, Bat, Kg Thom, Kg Cham, Mondulkiri, BMC, OMC, Pailin, Kg Chhnang, Preah Vihea, Rat, Stung Treng).

Goal and objective
The project will be used to:
• Improve the Reproductive Health status of women/men and youth/young people, and reduce maternal mortality; “to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV/AIDS, and every woman is treated with dignity and respect.”
• Improve collection and use of population data for effective development planning
• Empower women through mainstreaming gender in development programs.
The United Nations Population Fund (UNFPA) has signed an annual work plan and budget agreement with the Department of Local Administration, Ministry of Interior started from 2006 till date to support capacity building and sensitization to key population issues for decentralized planners, CS Councils, women and children focal points and community members in selected provinces and communes.
The expected outcomes under this agreement are: (i) national policies and decentralized plans take into account population/poverty and development linkages; (ii) institutional mechanisms and socio-cultural practices promote and protect the rights of women and girls to advance gender equity; and (iii) increased awareness and empowerment of particularly women and youth regarding reproductive rights including reproductive health services.
Key strategies include the following
Increase awareness of CCs, WCFPs/Committees on key population, gender and reproductive health issues and ensure these issues are addressed in local planning processes. Key issues include: increasing access to reproductive health info and services, reducing gender based violence and trafficking, and addressing youth and adolescent reproductive health, migration and other emerging issues in the communities.
A small financial grant is allocated to CCs and women and children focal points to conduct community sensitization events focusing on population, gender, reproductive health and youth issues, as well as empowering women to participate and ensuring social issues are incorporated into the local planning process.
Strengthen linkages through the organization of local meetings between the CCs and other local structures including health, gender and education with the aim at share issues and find coordinated ways to respond.
Progress to date
- National TOT on Reference Tool to 4 new provinces held
- Provincial TOT Reference Tool to 2 provinces of Preah Vihea and Kg Chhnang
- For the provinces started in 2006, 2007 and 2008, a total number of 245 commune councils continue receiving financial grant to carry out sensitization/dissemination activities in their respective communities based on their quarterly plan.
