The “Support to Administrative Reform and Decentralisation” Program of German Technical Cooperation is under the leadership of the Council of Ministers, supported by GTZ. The program is implemented by 2 key partners: Council for Administrative Reform (CAR) and Ministry of Interior/NCDD. The program further works with the Council for Legal and Judicial Reform, Royal School for Administration, National League of Commune/Sangkat and various civil society organizations.
The main objective of the program is to provide support for national and sub-national government and civil society organizations to effectively and efficiently implement the decentralization and administration reform.
