Phnom Penh-1 Sept 2010: Best Practice Award Program (BPA) on commune/sangkat and civil society organization (CSOs) was presented in the third quarterly meeting between General Department of Local Administration and CSOs on 31 August 2010 at the General Department of Local Administration of Ministry of Interior.
The BPA on commune/sangkat and CSOs has been co-implemented by the General
Department of Local Administration of Ministry of Interior and commune/sangkat alliance since 2009 after official approval by H.E Sar Kheng, Deputy Prime Minister, Minister of the Ministry of Interior and Chairman of the National Committee for Sub-National Democratic Development (NCDD).
This award program has been created since June 2009 and is funded by EC-UNDP/DDLG. It is established to:
● search, select, and recognize outstanding civil society-commune/sangkat council partnership and commune/sangkat council good governance initiatives that resulted to significant impact in the lives of the people.
● to help in the capacity-building of civil society and commune/sangkat councils by translating winning programs.
● to facilitate the replication of winning programs through the creation of learning laboratories.
The categories of the award include: award model for commune/sangkat council candidacy and award for civil society-commune/sangkat council partnership for civil society group candidacy. There are three ranks of this award: outstanding award, special award, and incentive award.
The competitors for this program come from communes/sangkat of capital/provinces and from civil societies. Six award winners are selected (3 commune/sangkat councils; 3 civil society groups).
