Capital/ Provincial Accountability Working Group Performance Disseminated

orking Group Secretariat in cooperation with the Project to Support Democratic Development through Decentralization and Deconcentration (PSDD) of the United Nations Development Program (UNDP) and with the World Bank to disseminate performance of the Capital/ Provincial Accountability Working Groups.

115 participants were present at this seminar – including nine national support teams of the Capital/ Provincial Accountability Working Group, 10 national development partner representatives, 48  provincial governors – directors of the Capital/ Provincial Accountability Working Group and deputy provincial governors – deputy directors of the Capital/ Provincial Accountability Working Group, 24 directors of support team of the Capital/ Provincial Accountability Working Group and 24 PSDD Advisers to the Provincial Rural Development Committee.

H.E. Sak Setha, Secretary of State at Interior Ministry and Director of National Accountability Working Group said that “Accountability Working Group plays very important role in local governance. The Accountability Working Group mechanism would support and encourage sub-national administrative reform through increased accountability of public investments. This mechanism would let national and international community see that the local government has a trusted and transparent mechanism to ensure investments management with accountability as per the principles of democratic development.

The Accountability Working Group was established for the capitals, provinces, municipalities, districts, and communes to deliver investments and public services with accountability and transparency.

Janelle Plummer, representative of the World Bank, said that the Accountability Working Group system is very important to local governance in Cambodia and that “This seminar would help us find out how to make the Accountability Working Group mechanism more effective. It is a difficult task. It doesn’t mean that we cannot do it.”

H.E. Leng Vy, General Director of Local Administration at the Interior Ministry and Deputy Director of Accountability Working Group said that the Capital/Provincial Accountability Working Group is a key mechanism to enhance the transparency and trust of financial allocation. This mechanism is also a means to increase trust of the development partners.

He added that challenges have arisen. “I would admit some problems raised by all of you, and I will find the solution. The NCDD will review this mechanism together with structure of provincial and capital administration. At the same time, the NCDD will review ways to support and finance the Capital/Provincial Accountability Working Group.”

“I would appreciate your efforts to help the Accountability Working Group at your province and capital work successfully,” he said.
