PRESS RELEASE : Project for Capacity Development for Implementing The Organic Law at Capital and Provincial Level

Kick-off Meeting

Phnom Penh, 26 May 2010

news_26_may_2010 The Royal Government of Cambodia has been making significant progress in implementing Decentralization and De-concentration (D&D) Policy to promote sub-national democratic development and poverty reduction. One of the major progresses is the election of new councils of Capital, Provinces, Municipalities, Districts, and Khans, which took place on 17 May 2009. Formulation of sound development plans and corresponding rolling investment programs is stipulated by the Law on Administrative Management of Capital, Provinces, Municipalities, Districts and Khan as one of the core responsibilities of elected local officials, who are the key tiers of sub-national administration supported by the Royal Government.

The Secretariat of the National Committee for Sub-National Democratic Development (NCDD), an inter-ministerial committee to oversee the D&D Policy of the Royal Government, announces the launch of the Project for Capacity Development for Implementing the Organic Law at Capital and Provincial Level (PILAC 2). PILAC 2 Kick-off Meeting is held on May 26th to initiate a 5-year technical cooperation project, supported by the Japan International Cooperation Agency (JICA). The Project aims at enhancing the capacity of capital and provincial administration to formulate and manage five-year development plans and three-year rolling investment programs. The date, venue, and participants of the kick-off meeting are as listed below.

  • Venue: Meeting Room located at General Department of Local Administration (GDLA), Ministry of Interior
  • Number of participants: 30 
  • Participants: Secretaries of States from Ministry of Interior, Ministry of Planning, Ministry of Economy and Finance, NCDD officials, and Deconcentration and Decentralization Development Partners, representatives of Japanese Embassy, and representatives of JICA
