
On 28th May 2010, at a meeting of the Council of Ministers of the Royal Government of Cambodia (RGC) the National Program for Sub-National Democratic Development (2010 – 2019) – (NP-SNDD or the “National Program”) was approved. This followed the one-year and a half process which has been intensive, consultative and formulated with full participation of central ministries, agencies and sub-national administrations, Development Partners, civil society organizations and other concerned stakeholders.
The RGC’s D & D reform vision has been outlined in various key Government policy papers including the Rectangular Strategy Phase II, (26th September 2008), National Strategic Development Plan (2006 - 2010), the Strategic Framework on D&D Reforms, (17th June 2005) and, most importantly, in the Law on Administrative Management of Capital, Province, District, Municipality and Khan, (22nd May 2008), and the Law on Administrative Management of Communes/Sangkats (19th March 2001), (collectively known as the “Organic Law”). To realize this vision, however, concrete plans of action are required and these are key components of the National Program and are essential for the mobilization of the RGC and all Development Partner’s support during the 10-years of reforms implementation.
The Goal of the National Program is to “Achieve democratic, inclusive and equitable development, improved access, quality and utilization of service delivery and contribution to poverty’s reduction”; while its purpose is encapsulated by the Government’s objective: ”To develop a management system of sub-national government that will operate with transparency and accountability in order to promote local development and delivery of public services to meet the needs of citizens and contribute to poverty reduction within the respective jurisdictions.”
The National Program is the RGC’s 10-year strategy and implementation program through which the Government will achieve substantial progress towards its’ strategic vision of Decentralization and Deconcentration (D & D).
The NP-SNDD was prepared by a design team comprised of key officials from the NCDD member ministries supported by a group of international and national consultants.
