The Project Implementation Manual (PIM) was developed to guide Commune/Sangkat (C/S) Councils and relevant Government Staff to implement C/S fund projects in an effective and responsible manner. The PIM describes the required procedures, including safeguards on environment, land acquisition and Highland People (HP), to be followed for projects using the capital expenditures budget line of the Local Development Component of the C/S Fund. A safeguard is a law, rule, or measure intended to prevent someone or something from being harmed. In the PIM, safeguard measures are tools to protect Environment, Land Users Rights and Rights of Highland People that may be affected by CS projects. The objective of these safeguards is to avoid, minimize or mitigate adverse environmental impacts, social costs to third parties or marginalization of vulnerable groups that may result from CS development projects.
