RILGP is funded by the Royal Government of Cambodia and the World Bank and has a total budget of US$58 million, a project period of 2003 to 2010 and operates in all communes/sangkats of 23 provinces (excluding Phnom Penh). The project aims to contribute to rural development and poverty reduction through the provision of priority infrastructure and public goods at commune level and by strengthening decentralised participatory local governance systems. The Mid Term Review was conducted in November and December 2009 by a team of four consultants. The review aimed to assess the implementation of the RILGP at national, provincial and commune/sangkat levels.

The Review found that the project was an good example of development practice as it is fully aligned with government systems, supported the government decentralisation and deconcentration strategy and supported a national program (the commune/sangkat fund) which provides discretionary budget to communes/sangkats enabling them to implement
projects identified though a participatory planning process and build good governance through this implementation. The project was found to be operating at a satisfactory level for the five evaluation criteria of: efficiency; effectiveness; impact; relevance; and sustainability. The major areas for improvement include: improved participatory processes at plan
preparation; more participation of beneficiaries in project supervision; improved technical quality of sub-projects; operationalising an M&E system that analyses data and provides information to management and implementers; improved competency based training system to build capacity at all levels; promote civic education to build empowerment and
governance; and options for sustained development without reliance on advisers.
