RILGP (WB)

Rural Investment and Local Governance project (RILGP) is designed, in line with its local governance objective, to push the boundary toward budget support and work within government systems, to the extent practical and feasible, in order to be able to work on important reforms of these systems - not just reforms on paper but in practice. This covered the period of 2003 – 2006 and included 14 provinces. Building upon the successes of the original RILGP the project was extended through an IDA Additional Financing Grant extending the project up to December 2010 and to cover all provinces.

RILGP Project Implementation Manual

The RILG Project Implementation Manual is intended to assist the Commune/Sangkat Councils, Commune Clerks, Provincial PRDC ExCom Units, Provincial Treasuries and the National Committee for Sub-National Democratic Development Secretariat (NCDD-S) to manage the RILGP loan (and Grant) in accordance with relevant RGC laws, regulations and guidelines.

The Manual is based on the implementation of regulations and guidelines approved by the Nation Council for Support to Communes/Sangkats for the planning, financing and management of development activities at the local level by the duly elected Commune/Sangkat Councils. These regulations and guidelines have been heavily influenced by the experience of the Seila Program. At the national level the Seila Task Force Secretariat, (since superseded by NCDD-S), as the executing agency for the RILGP, developed systems and procedures for financial management. In addition, the NCDD is responsible to ensure that where the current commune level regulations and guidelines do not include specific reference to World Bank safeguards concerns, that these are incorporated through the Commune/Sangkat Fund Project Implementation Manual.
