The Local Administration And Reform program (LAAR) is a five years program and directly executing by PACT Cambodia under supported from USAID while a Memorandum of Understanding (MoU) between USAID and the Ministry of Interior for good cooperation both government. Currently, LAAR working in 356 communes in 8 provinces. The objective to increase participation and democracy at the sub-national level, to build horizontal and vertical linkages between local government, national government and civil society and promote public participation in  Commune Investment Planning  (CIP) and D&D reform processes.
