Progress

  • The national TOT was conducted to a new 4 rolled out provinces of Rattanakiri, Stung Treng, Preah Vihea and Kg Chhnang provinces having a total of 20 persons trained on the reference tool focusing on key population, gender, Reproductive Health and Youth issues.
  • Following the National TOT, a cascade roll out to the province and districts levels were carried out, in which participants from PLAU, PFTs, DFTs and CCs members/WCFPs were trained on the key issues.
  • For those new provinces that finished the cascade roll-out training at district level, the grants were then given to CCs to carry out community sensitization events so that those key social issues affecting the life of population in general were raised, discussed and the way to overcome it using the grant available. Most of the topics raised at the community sensitization events were related to Gender, GBV, the importance of birth delivery by health trained provider, safe migration, importance of having ante-natal care, youth issues etc.,
  • To date, a total of 397 CCs continue receiving small grant to implement the activities based on the plans integrated in the CIPs.
  • Regular M&E has been carried out by PLAU, PFTs and DFTs in the supported provinces to support the CCs in undertaking the work at the commune level.
  • Through the M&E and assessment, it is observed that the knowledge of the population in supported provinces noticeably increased in the area of Reproductive health, gender equality, GBV, migration. They expressed their high acknowledgement on the importance of raising awareness on these key social issues to their population as it plays equal role as the other infrastructure development.
Key Issues
  • Limited capacity at all levels related to analysis of social sector issues especially, when it comes to the issues on population. Population remains a difficult concept for CCs and other actors to grasp which reflects in its minimal description in the CIP.
  • Lack of linkages and inclusion of the CIPs in the PIPs
  • Geographic difficulties faced by a few provinces
  • Cultural sensitive issues especially for the indigenous groups of population
  • Language barrier poses another difficulty for carrying out dissemination activities in those north eastern provinces including RAT, Stung Treng and Mondolkiri.
  • Youth remained the hard to reach group and remained left without accessing to information and services and often become more vulnerable to many social problems.
  • Travel distance is another major issue especially during the rainy season.

Percentage of Fund release to date (Jan-July 2009)
 Out of a total of US$459,540 for the whole year, the fund disbursed and spent was US$152,528, which is equal to 33.6% of the total fund spent. A bit slow but will be accelerated in Q3.
