Introduction
Natural Resource Management and Livelihood Program is a five years partnership program to support for poverty reduction in rural Cambodia. The program jointly funded by DANIDA and DFID through a single “Multi-donor livelihoods facility-MDLF” to ensure a harmonized approach, aligned to governance policy.
Program Objective
Contribute to improving the livelihoods of poor rural people and the sustainable management of natural resources through good Natural Resources Management and governance arrangements.
Target areas
NRM&L cover 12 provinces including: Koh Kong, Preah Sihanouk, Kampot, Kep, Pursat, Siem Reap, Kratie, Rattanakiri, Modulkiri, Kampong Speu, Kampong Cham and Kampong Thom, covering 707 communes.
Period
The specific time of project started from 1 July 2006 to 31 December 2010.
The program strategy
to achieve these objectives is through better governance and management of natural resources. The program will address the need for:
- additional NRM investment funds to commune councils, under arrangements which empower communes to make genuine choices about the commissioning of services
- support civil society to ensure better voice for the poor and especially excluded groups and to increase downward accountability
- develop opportunities for market development and post-harvest value addition
- capacity development in the line agencies to improve the quality of response at sub-national level to requests from commune councils including both:
- the clarification of use and access rights, and
- effective service delivery
- improve sector coherence, policy consistency and sub-sector regulatory framework at the national level.
