Phnom Penh, 12 October 2011: One of the six strategic objectives of the Cambodia Criminal Justice Assistance Project (CCJAP) is to work collaboratively with the Royal Government of Cambodia to jointly establish a sustainable Crime Prevention and Community Safety (CPCS) program. One of the four approaches of this program is to promote the welfare of citizens and encourage positive behavior through the provision of social services, economic services, and educational services. Particular focus is placed on high risk youths who display adverse behaviors associated with crime and victimization. The following case study is an example of how CCJAP support has contributed to a prosperous, safe and secure community environment.
The Situation
Chea Pov, 20, is the youngest of 10 children of a poor farming family. Chea Pov completed schooling to 10th grade and then dropped out of school and began associating with a youth gang often fighting and causing conflict.
After dropping out of school in 2009, Chea Pov was unemployed, regularly associated with the youth gang and was effected by a short term drug addiction.
The Intervention
In 2010, the District Social Affairs Office signed a sub-contract with Memot District Development Committee and selected male and female youths to join a CCJAPIII-funded vocational training course.
Village chief selected Chea Pov to join the course which promoted activities to control gambling and educate gang members and children using drugs to help stop illegal activities. Chea Pov undertook vocational training in motor repair skills.
The Behavior Change
The vocational training teacher says that Chea Pov is a patient and hard-working person. He never wastes time. He regularly participates in community programs, enjoys meeting with friends, and has stopped using drug.
Ky Ran, Chief of Police, observes that Chea Pov has not caused any trouble since undertaking his vocational training, and he now provides support and guidance to his friends.
Tith Rin, Bongkov Village Chief, also says that Chea Pov has changed his behavior and become a new person who is liked by villagers. Sometimes, he repairs motorbikes for the villagers for free.
The village chief expressed his thanks to CCJAPIII and asks the program to continue to further assistance to Bongkov village.
Chea Pov expresses his thanks to the village chief, district authority, and CCJAP for providing him with a valuable opportunity to acquire new skills and also asks the program to continue to support village youths to improve the community as a whole.
