Prey Veng, 10 October 2011: One of the six strategic objectives of the Cambodia Criminal Justice Assistance Project (CCJAPIII) is to work collaboratively with the Royal Government of Cambodia to establish a sustainable Crime Prevention and Community Safety (CPCS) program. A key approach of this program is to promote the welfare of citizens and encourage positive behavior through the provision of social services, economic services, and educational services. Particular focus is placed on high risk youths who display adverse behaviors associated with crime and victimisation. The following case study is an example of how CCJAP support has contributed to a prosperous, safe and secure community environment.
The Situation
Keoun Kang is a 16-year-old boy completing 6th grade at school. Kang is one of the five members in his family--the second oldest child. His parents are farmers who experience poor living standards.
Kang did not assist his family with housework, and was often absent from school to spend time with a village youth gang. All the gang members
were older than Kang. The youth gang displayed adverse behaviour during village festivals.
The local authorities had attempted to talk with Kang regarding his association with the youth gang and educate him on good behavior, without success.
The Intervention
The commune council identified Kang to participate in a CPCS supported pilot program to gain skills in raising chickens. The CPCS program provided the chickens (three hens and one roster), cage, feed, and vaccinations. CPCS also provided a trainer who instructed Kang on feeding, maintenance, hygiene, and treatment.
Since July 2010, Kang has raised 45-50 chickens. He has been able to sell chickens for income and to purchase clothes and study materials for school.
The Change
Mr. Thach Sok, the commune clerk and village neighbor, said that he was very surprised to see the change in Kang; to become a good person and successfully raise his chickens.
Kang no longer associates with the youth gang and now assists his parents with housework. He has also returned to school and is studying grade 7 at Toul Sangke High School.
Kang is a model for young members of the community. He has changed his life around from displaying high risk behaviours to participating positively in the community. This behavior change has had a positive impact in preventing crime and victimization.
