Prisoner Rehabilitation Case Story-- Cambodia Criminal Justice Assistance Project Phase III

Kandal, 3 October 2011: Prison Fellowship Cambodia has implemented reintegration program since 2004 aimed to successfully reintegrate prisoners from prison into their community. This program is linked to the Prison Reform Programs of General Department of Prison, which is supported by CCJAP III and other development partners. In 2009 CCJAP III allocated fund through FSF to support Prison Fellowship Cambodia to implement this program across the country. The following case study is an example of how CCJAP support has contributed to a prosperous, safe and secure community environment.

The Situation

altBy Bunseng, 36, is one of the seven family members, and the second son of his family with five brothers and two sisters.  He operated a small electronic repair shop in his village.

Hoy Sam Ol, Senior Social Worker of Prison Fellowship Cambodia said that after his wife had left him, By Bunseng began to drink, displayed disruptive and risky behaviour, and associated with local criminals.  He was arrested by local police and accused of stealing his friend’s motorbike.

In 2009, By Bunseng was convicted and sentenced to one year service at the Kandal Provincial Prison. Prison Chief of Kandal Prison said that while in the prison, he was well-behaved and was classified as a low security prisoner, being nominated as class supervisor during a training session.

The intervention

During his prison sentence, By Bunseng requested to attend the vocational training program funded by Prison Fellowship Cambodia.  He was approved and participated in the 4-month electronics course.

With funding from CCJAP III, By Bunseng voluntarily joined the Prison Fellowship Cambodia reintegration program. On his release from prison, By Bunseng was brought to the Prison Fellowship Cambodia's Reintegration Center for referral support where he received food, accommodation and medical check-up before returning home.

By Bunseng established his electronic repair shop in May 2010 in his home village.  He is able to generate income between 10,000 to 30,000 Riels per day (4,000 Riels per $1).

The behaviour change

altHoy Sam Ol said that the community and his family were very happy to see the positive changes. By Bunseng was a good man before his wife left, but after that his behavior became very bad.  However after his prison sentence, he re-married, gave up alcohol, didn’t associate with his old friends, and worked hard to run his business and care for his family. By Bunseng is also running the electronics training course for the men and monks in the community to earn extra income.

A 64-year old villager, Ms. Chea Saov, said that the community is supportive towards him and his business.

Mr. Phay Phoeun, 35-years old villager, said that he was happy to see the positive changes in By Bunseng and that he is a regular customer at his shop.

By Bunseng is appealing to have this program continue to support other people like him.
