Phnom Penh, 21 December 2011: After Secretariat of National Committee for Sub-National Democratic Development (NCDD) had prepared draft sub-decree on a general process of function and resource transfer to sub-national administration, NCDD’s Sub-Committee of Function and Resource on 20 December 2011 held discussion about this draft sub-decree to gather comments and recommendations to have the NCDD review and make decision on this draft sub-decree in its sixth meeting in the near future.
The transfer of functions and resources to sub-national administration is a core component of a ten-year national program for sub-national democratic development (2010-2019). A three-year implementation plan 2011-2013 (IP3) of the national program determine regulations and guidelines formulation about process of function and resource transfer to sub-national administration and determine pilot-implementation of some key basic function transfer and appropriate transfer of functions and resources to sub-national administration.
In 2011, the first-year of the IP3, the Secretariat of NCDD cooperated with ministries and relevant institutions with support from development partners to prepare regulations and necessary guideline policies about the process of transfer of functions and resources to sub-national administration.
Also in 2011, the Secretariat of NCDD consulted the process of transfer of functions and resources to sub-national administration with ministries, relevant institutions, and national and sub-national stakeholders to gather comments, recommendations, and unities on a key to the process of the transfer of functions and resources to sub-national administration.
After this consultation, the Secretariat of NCDD prepared the draft sub-decree on the general process of function and resource transfer to sub-national administration to be submitted to the NCDD’s Sub-Committee of Function and Resource to review and discuss in order to give recommendations to the NCDD to review and make decision on this draft sub-decree in its sixth meeting in the near future.
