NCDD-S Disseminates Guideline of Capital, Provincial, Municipal, District, Khan Report Format Use, Report Flow System under IP3 Framework

Phnom Penh, 7 October 2011: Secretariat of the National Committee for Sub-National Democratic Development (NCDD-S) on 4-5 October 2011 disseminated guideline of capital, provincial, municipal, district, and Khan report format usage and report flow system under Three-Year Implementation Plan (IP3) framework of the national program in order to give guidance about the report format and report flow system to capital and provincial planning and investment division and officials tasked with report making.

altThe NCDD Secretariat promulgated this report format and report flow system to facilitate report outcome making of work plan and budget implementation set in the Memorandum of Understanding between the capital/province and NCDD Secretariat.

In his opening remark at a dissemination workshop on this report format guideline, Prak Samoeun, NCDD-S’s Policy Monitoring Evaluation and Information Unit Chief, said to record a progress of these actions, the NCDD-S had designed a quarterly and annually report format for sub-national administration about these action results.

The reporting was not complicated. What was complicated is the record of institutional and local development actions, especially the record of development plan and three-year rolling investment program of capital, province, municipality, district, and Khan. It was meant that the report on IP3 implementation at capital and provincial level not only focused on work plan and budget.

Meanwhile, Prak Samoeun added to ensure effectiveness of capacity transfer from support service in capacity building of sub-national administrative officials and importance of information provision for interference and support from the national level, the NCDD-S would create a support service report system (advisory report) which is also part of monitoring and evaluation system of the IP3.

In his closing remark, H.E. Ngan Chamroeun, Deputy Head of NCDD-S, said that the creation of this standardized report format was very important for the secretariat to be able to review progress report from all capital and provinces for provisional use in 2011. To ensure effectiveness of monitoring and evaluation, especially in designing report of annual work plan and budget, the NCDD-S has been creating computerized database system to record these implementations and expected to be promulgated in 2012.

The creation of this system to record work plan, budget, and other developments at sub-national level is not only important for monitoring and evaluation but also could help researchers do analysis to provide strategic information for policy options of developments.

The IP3’s monitoring and evaluation framework focuses completely on management, institutional development, and development project of sub-national administration.

“We want monitoring and evaluation system at capital, provincial, municipal, district, and Khan’s administration level similar to commune administration’s system,” H.E. Ngan Chamroeun added. “It is meant that we have to build monitoring and evaluation system at capital, provincial, municipal, district, and Khan’s administration level so that the capital and provincial administration can implement and support municipal, district, and Khan’s administration, and the municipality, district, and Khans can implement and support commune administration accordance with organic law”.

H.E. Ngan Chamroeun also said of progress of reform implementation, especially policy making which support organic law. He said that the NCDD-S has so far been reviewing its structure based on the organic law and reviewing sub-decree on municipality and district’s fund, sub-decree on financial management system of municipality and district, and other regulations to ensure that this administration has sufficient resource for development, being expected to be submitted to the NCDD meeting in the future.
