Phnom Penh-10 Aug 2010: Now Officially Launched
The National Program for Sub-National Democratic Development:
The ten year National Program for Sub-National Democratic Development (NP-SNDD) in support of the Organic Law implementation was launched officially on 9 August, 2010 by Samdech Hun Sen, Prime Minister of the Kingdom of Cambodia, at Koh Pich Center.
Ministers, Officials, development partners from all over the country, totaling more than 1000, attended the launching ceremony. The 10-year national program for Sub-National Democratic Development was adopted by the Royal Government of Cambodia on 28 May 2010.
The NP-SNDD has been designed to support the Organic Law implementation and deepen democratic reform through decentralization of central responsibilities, through empowering the sub-national Councils to respond to the local development and service delivery needs.
H.E. Sar Kheng, Deputy Prime Minister, Minister of the Ministry of Interior and Chairman of the National Committee for Sub-National Democratic Development (NCDD), said that “The promotion of local development and strengthening of sub-national governance have been a priority of the Royal Government and that this priority has received considerable support from its development partners.”
“The NP-SNDD is a complicated program and involves many sectors,” H.E. Sar Kheng added. “To successfully implement this National Program, it will require consultation, coordination and agreement among national and sub-national administrations as well as long term political commitment to it.”
The purpose of the National Program is ‘sub-national democratic development through local development and development of local governance’.
Samdech Prime Minister Hun Sen said that “In reconstructing the nation, strong commitment of the Royal Government of Cambodia to deepening the reform in all sectors together with strong economic policy is essential in order to ensure sustainable economic growth, poverty reduction and improvement of people’s living standards.”
Achievements in Cambodia to date have been due largely to the D&D policy and to firm commitment to implementing the reform.
“The D&D reforms are essentially governance reforms at the sub-national level,” Samdech Prime Minister Hun Sen said. “The Royal Government views good governance as the most important prerequisite for sustainable and equitable local development. Good governance involves adherence to the rule of law, transparency, accountability and equity, including gender equality. It means that citizens must be placed at the centre of local governance, and that they must participate in that governance process.”
To this end, the Royal Government has set out a clear policy and strategic goals in order to create new opportunities for addressing the governance reform challenges within the national reconstruction framework.
