H.E. Sar Kheng, Deputy Prime Minister, Minister of the Ministry of Interior and NCDD chairman announced that the Royal Government of Cambodia- RGC is planning a special workshop to inform the government bodies, sub national administrators, ambassadors, development partner representatives and civil society organizations about the Organic Law and its implementation. The workshop will be held at Chaktomok Hall to accommodate about 700 participants.
His Excellency made this announcement during the inaugural meeting of the National Committee for Sub-national Democratic Development-NCDD held on 14 January 2009 at the MoI. NCDD is established by the Royal Decree number នស/រកត/១២០៨/១៤២៩ dated on 31 December 2008.
According to The Organic Law, the date for the election of Provincial, Municipal and District Councils is now set for 17 May, 2009. Election preparations are underway. H.E. praised the NCDD Secretariat and the officials involved in preparatory work namely, legal and regulatory frameworks, policies and procedures and demarcation of administrative boundaries leading to the establishment of the Councils within short time.
Accordingly as per the revised boundary demarcation, Krong Pailin, Sihanouk Ville, and Krong Kep have been upgraded to provincial status and 26 krongs have been created by The Royal Decree and Sub-Decree recently. Based on Sub-Decree number ១៨អនក្រ.បក dated on 12 January 2009, a total of 374 seats for municipality and provincial councilors are established and a total of 2861 seats for krong, district and khan councilors are established.
The same NCDD inaugural meeting discussed and approved the following: a) the draft regulations covering NCDD; b) draft Sub-Decree on establishing NCDD sub-committees; c) draft Sub-Decree on procedures governing the NCDD secretariat and d) draft 2009 working calendar for The Organic Law implantation.
