The reform on decentralization and deconcentration through the implementation of the Organic Law, therefore, requires the establishment of management structures and systems at sub-national administrative level including the reassignment of functions and resources between national and sub-national levels. This is recognized as a complex and sensitive process requiring careful formulation of strategies and programs with specific implementation phases that harmonize the D&D reform with other sectoral reforms. In this regard, it requires designing a national program for implementation within a 10-year period which is divided into specific phases and with annual workplans and budgets. The terms of reference for the formulation of the national program were approved by the Chairman of NCDD Task Force and NCDD Chairman in late January 2008. The national program design team has commenced its work in early September 2008 and will take about 9 months until June 2009 in order to complete the design of this national program.
The Organic Law was promulgated in May 2008. In accordance with Article 89 of the Law on the Election of the Capital, Provincial, Municipal, District and Khan Councils, the first election of the new sub-national councils should be conducted within 12 months following the enactment of the law. In this regard, the Royal Government of Cambodia has set out 17 May 2009 as the date for the elections of the Capital, Provincial, Municipal, District and Khan Councils.
As reflected in the above timetable, there is need to start preparing some urgent tasks prior to implementation phase of the national program in order to connect these tasks with the implementation of this national program.
